NTCIP Standards Development and Availability This page presents an overview of the NTCIP Standards Development stages and explains the availability of standards documents at each stage of the development process. See the charts below for an overview of the process and availability.

Proposed Work Item - The standards development process starts with a proposal to develop a standard or standards-related document. Proposed Work Items (PWIs) are posted in the NTCIP Committee Work Area of the NTCIP website (under the respective Working Group) by the originator.

Approved Work Item - If a Proposed Work Item is approved by the NTCIP Joint Committee, then it becomes an Approved Work Item and the work is started by the originating Working Group. An NTCIP document number is assigned.

Working Group Draft - As the originating Working Group develops the standard, the Working Group Drafts are posted in the NTCIP Committee Work Area shared directories. This allows all registered members of the Working Group to download and review the draft documents. All Working Group Drafts are stored on the FTP server that supports the NTCIP Committee Work Areas.

User Comment Draft - Once a final Working Group Draft is developed and proposed at the Working Group level, the draft is presented to the NTCIP Joint Committee for acceptance as a User Comment Draft. User Comment Drafts are posted in the public area of the NTCIP website in the LIBRARY area and circulated in Adobe© PDF form for review by the broader ITS community. The User Comment Draft is also stored in the NTCIP Committee Work Area of the website for access by Working Group members.

Recommended Standard - Once all user comments have been received and addressed by the Working Group, a version of the standard is proposed to the NTCIP Joint Committee as a Recommended Standard. All Recommended Standards are posted in the public area of the NTCIP website under the LIBRARY area and sent to AASHTO, ITE, and NEMA for balloting and approval by their members.

Jointly Approved Standard - Once a Recommended Standard is approved by all three Standards Developing Organizations (AASHTO, ITE, and NEMA), it becomes a Jointly Approved Standard.

Published Standard - Once a Jointly Approved Standard is prepared for publication, it is sent to the printers for publishing. All Published Standards are made available for sale in hardcopy and electronic format through Global Engineering Documents and the Institute of Transportation Engineers. Standards document ordering information is available on the NTCIP website under the Deployment > Order Standards page. When a Jointly Approved Standard is published, the Recommended Standard is removed from the Library.
