From 1999 to 2000, the Transit Communications Interface Profiles (TCIP) standards, specifying the "Framework" and eight "Business Area Object Standards," were developed, recommended by the Joint Committee on the NTCIP, and balloted and approved by AASHTO, ITE, and NEMA.

From 2001 to August 2003, the TCIP Amendment 1's were developed, available as User Comment Drafts, and accepted by the NTCIP Joint Committee as Recommended Amendments.

From November 2003 to March 2006, the NTCIP Joint Committee recommended to rescind the NTCIP 1400 to 1408 v01 TCIP standards, and AASHTO, ITE, and NEMA approved the rescision and transfer to the American Public Transportation Association (APTA).

In July 2006, AASHTO, ITE, and NEMA announced they had completed the agreement to transfer the TCIP to APTA. The TCIP transfer allowed APTA to issue their version v03 of the TCIP standard. The rescinded TCIP version v01 standards have also been transferred to APTA for archiving, and for APTA to fulfill requests for any historical copies.
