BACKGROUND -- The NTCIP 1209 v02 defines the user needs and features, functional requirements, and standardized data element and message dialog definitions for many Transportation Sensor Systems (TSS). TSS get timely and accurate information on traffic flow. A central management station communicates with a TSS device which captures traffic parameters in zones. A zone is an abstract representation of an area, and is independent of technology. The 1209 definitions are intended for detection devices that range from smart inductive loop amplifiers, to machine vision, to microwave technologies.

The NTCIP 1209 is maintained by the TSS Working Group.

VERSION v01 -- In 2000 and 2002, two versions of NTCIP 1209 v01 were issued as User Comment Drafts. In 2003, the Joint Committee accepted 1209 v01.18 as a Recommended Standard, which was issued in 2004 to the SDOs for balloting and approval. NTCIP 1209 v01.18e (with disposition of ballot comment UC0347) was approved by AASHTO in October 2004; approved by NEMA in February 2005; and approved by ITE in May 2005. In 2005, NTCIP 1209 v01 was Jointly Approved.

In 2006 -- The published version of the Joint Standards Publication NTCIP 1209:2005 v01.19 (November 2005 edition) was available as either a PDF download, or for order as a printed hardcopy with a softcover. To order the standard, point to the mouse-over menu "Deployment" >> Order Standards.

In June 2005, Ralph Boaz was appointed as the new TSS WG chair.

VERSION v02 -- In 2004, the TSS WG began drafting version v02. In 2007, the Joint Committee accepted 1209 v02 as a UCD, and NTCIP Bulletin B0124 issued 1209 v02.10 for review and comment. NTCIP 1209 v02 was a "major version" revision, and included: systems engineering information, support for multiple sensor technologies, data elements for machine vision, and support for object backward compatibility. In April 2008, the Joint Committee accepted v02.15 as a Recommended Standard, after revisions. In 2009 and 2010, further revision was on hold for other higher-priority standards and related normative references (e.g., 1201 v03, 8004 v02). In December 2010, Bulletin B0141 issued v02.17 for SDO ballot and approval. Joint Approval of v02 -- NEMA approved in April 2011; AASHTO TBD; ITE TBD.
