Description of Document:
The Content of this standard will contain what was formerly known as the Simple Transportation Management Protocol (part of the information contained in NTCIP 1101), but also adds the definition of traps and fixed messages. It will define bandwidth efficient mechanisms by which you can exchange field data.

OVERVIEW -- The NTCIP 1103 defines a composite, application-layer protocol for the management of transportation equipment. The composite protocol consists of three component protocols: (1) the Internet-standard Simple Network Management Protocol (SNMP), (2) the Simple Fixed Message Protocol (SFMP), and (3) the Simple Transportation Management Protocol (STMP). All three protocols provide the same base services, but are designed for different needs, device complexity, and communications bandwidth. NTCIP 1103 is one of the three documents that replace the rescinded NTCIP 1101 (STMF).

VERSION v01 -- In 1999, the Joint Committee on the NTCIP approved the work item to develop a new STMP base standard. Since then, the Simple Fixed Message Protocol (SFMP) was proposed, which also had been called the Simple Device Message Protocol (SDMP). In 2000, the BSP WG included the SFMP as a part of the TMP, and the document was assigned number NTCIP 1103. In 2002, the Joint Committee accepted NTCIP 1103 v01.14 as a User Comment Draft, which was issued via Standards Bulletin B0077 for 1103 v01.15 User Comment. In 2005, NTCIP 1103 v01.25 was accepted by the NTCIP Joint Committee as a Recommended Standard. In 2005, Bulletin B0103 sent 1103 v01.26a out for ballot and approval. NTCIP 1103 v01.26 was Jointly Approved in November 2005.

In January 2009 -- The published version of the Joint Standards Publication NTCIP 1103 v01 (January 2009 edition) was available as either a PDF download, or for order as a printed hardcopy with a softcover.

VERSION v02 -- The major planned revision from 1103 v01 to v02 was that Traps were to be included. In May 2006, the Joint Committee accepted NTCIP 1103 v02.10 as a User Comment Draft. In December 2006, Standards Bulletin B0117 sent 1103 v02.10b to the SDOs for review and comment. But at their November 2007 meeting, and because disposing of comments on how NTCIP would manage "Traps" had been protracted, the JC instructed the BSP2 WG to revise 1103 v02 without Traps, and start a new major verion 1103 v03 with Traps. In February 2008, the JC accepted 1103 v02.14c as a Recommended Standard. In April 2009, after additional technical editing to make v02.16b, Standards Bulletin B0131 sent the RS for ballot and approval.

In 2009, approval was in process, with these results:

AASHTO -- in ballot 4/27/09;
ITE -- notice of intent issued June 2009;
NEMA -- approved as Standard - August 2009.

VERSION v03 -- In November 2007, and wanting further review and comment on the scheme for "Traps," the JC instructed the BSP2 WG to start a new major version 1103 v03. A “Trap” is an event-reporting operation in SNMP, used to report the occurrence of defined events. Using work from the BSP2 WG's 2004 to 2006 development effort, the 1103 new Section 6 specified SNMP "Trap management" and the rules for how TMP will handle exception reporting. In February 2008, the JC accepted 1103 v03.06 as a UCD.

FORECAST:

April 2009 -- NTCIP 1103 v03 is expected to be issued for review and comment in 2009, leading to JA by 3Q CY09.
