The STMF describes the simple transportation management framework used for managing and communicating information between management stations and transportation devices. It covers integrated management of transportation networks, networking devices, and transportation specific equipment attached to NTCIP-based networks.

In 1996 -- NEMA balloted and approved NEMA TS_3.2, "Simple Transportation Management Framework (STMF)".

In 1997 -- AASHTO and ITE balloted and approved the Recommended Standard NEMA TS_3.2-1996.

In 1999 -- NEMA TS_3.2-1996 was assigned document number NTCIP 1101:1996.

In 1999 -- maintenance of NTCIP 1101 was transferred from the NEMA Section's Technical Committee to the new Base Standards and Protocols (BSP) WG of the Joint Committee.

The printed version of the Joint Standards Publication NTCIP 1101:1996, with the NTCIP Standards Publication cover, is available for order.

In 1998 thru 1999 -- the BSP WG developed 1101 Amendment 1 to respond to user comments from implementation.

NTCIP 1101 Amendment 1 is Jointly Approved. Amendment 1 was approved by NEMA in December 1999; approved by AASHTO in October 1999; and approved by ITE in January 2001. The NTCIP 1101 Amendment 1 still carries the title "Recommended Amendment to TS_3.2-1996," draft v98.01.08, with the filename ts32amendment1-v8.pdf, available below.
