The NTCIP 1102 defines the presentation layer data encoding rules that are used in conjunction with application layer protocols defined in other standards. Initially the OER were developed for use with the STMP and DATEX-ASN. NTCIP 1102 serves as a replacement for part of NTCIP 1101 (STMF), but also defines additional features.

The document is an NTCIP Base Standard. Base Standards define procedures and rules for providing the fundamental operations associated with communications and information exchange over communications links.

User Comment Draft -- In January 2000, NTCIP Standards Bulletin B0040 sent NTCIP 1102 v01.06 to AASHTO, ITE, and NEMA to solicit user comments.

Recommended Standard -- In September 2000, the Joint Committee accepted NTCIP 1102 v01.11 as a Recommended Standard. In June 2001 -- NTCIP Standards Bulletin B0062 sent 1102 v01.12 to AASHTO, ITE, and NEMA for balloting and approval.

Approvals -- NTCIP 1102 v01 was approved by NEMA in November 2004; approved by ITE in December 2002; and approved by AASHTO in March 2002. NTCIP 1102 v01 is Jointly Approved as of November 2004. The BSP WG made revisions based on ballot comments; see the document History.

In December 2006 -- The published version of the Joint Standards Publication NTCIP 1102:2004 v01.15 (October 2005 edition) was available as either a PDF download, or for order as a printed hardcopy with a softcover.
